Procurement Procedures Workshops
The training of Public Bodies in the Government Procurement Procedures and Guidelines is the responsibility of the Procurement Policy Implementation Unit (PPIU) of the Ministry of Finance and Planning.
Notwithstanding, the OCG, over the years, and despite its lack of designated resources for this purpose, has conducted Procurement Workshops for several Public Bodies free of cost and on a request basis. In 2006, for example, the OCG conducted over 20 Procurement Workshops.
The 2006 Workshops were administered by the OCG's Inspectors, Technical Services Officers and Communications Officer for the following Public Bodies, among others:
- The Social Development Commission (SDC)
- The Ministry of National Security
- The Bank of Jamaica (BOJ)
- The National Solid Waster Management Authority (NSWMA)
- The Registrar's General Department (RGD) (2 separate Workshops)
- The Jamaica Library Services
- The Jamaica Port Authority
- The Kingston & St. Andrew Corporation (KSAC)
- The Jamaica Airports Authority
- The Planning Institute of Jamaica (PIOJ)
- The National Environment and Planning Agency (NEPA)
- The Ministry of Local Government and Environment (2 separate Workshops)
- All Parish Councils (2 separate Workshops)
- The Jamaica Civil Aviation Authority
- The Jamaica Transport Authority
- Fiscal Services Limited
- The Jamaica Bureau of Standards
- The Urban Development Corporation (UDC)
- The Statistical Institute of Jamaica
Regrettably, however, since mid-2006, the OCG has been experiencing significant difficulties in meeting the high demand that exists for the delivery of training in the Government's Procurement Procedures.
The OCG's Inspectors and Technical Services Officers have become increasingly pre-occupied with the discharge of the OCG's core statutory mandates of monitoring and investigating the award of Government contracts and providing resource support assistance to the National Contracts Commission (NCC).
The OCG believes that it is critical for Public Bodies to understand and to adhere to the Government Procurement Procedures and Guidelines. It has therefore determined that it is imperative that a comprehensive procurement training programme is established as soon as possible for Public Sector officers.
To this end, on January 16, 2007, and after having consulted with the Management Institute for National Development (MIND), the OCG submitted to MIND, a formal proposal for the joint development and implementation of such a programme.
However, subsequent to its submission of its proposal to MIND, the OCG was advised by the Ministry of Finance and Planning that it was also the Ministry's intention to develop a similar programme. Additionally, the Ministry advised that procurement training for Public Body officers continues to be done by the PPIU on "an identified need basis".
In the circumstances, with effect from February 26, 2007, the OCG has begun to refer requests for the conduct of Procurement Workshops to the PPIU.
